The power sector crisis has decimated both private citizen’s budgets and industry alike. This has been building up for over twenty years and it is now time for the people to stand up and exert their authority and make their voices heard.
For their;
- Failure to provide affordable and reliable electricity supply to the people of Pakistan
- Failure to ensure the financial integrity and viability of the national grid
- Failure to protect the interests of the public
- Failure to carry out energy sector reforms in a timely fashion
- Failure to negotiate agreements with third parties that are in the public interest
- Failure to ensure adequate transparency in the agreements, operations and protocols related to the IPPs
- Failure to plan the generation capacity of the grid
- Failure to improve governance and operations of power sector related distribution and transmission companies
- Failure to carry out adequate audit and scrutiny of the financial transactions related to power sector projects and entities
- Failure to control over-billing and over-invoicing resulting in vast losses to the public finances and also causing financial harm to the electricity consumer
- Failure to prevent electricity and gas theft, pilfer aging and wastage
- Willfully or due to incompetence misleading the public about the affairs of the energy sector
- For entering into agreements with IPPs that were commercially one sided and had clear risks and penalties for the Government of Pakistan
- For failing to find the tools to renegotiate the IPP agreements
- For failing to change the terms offered to new parties even when it was clear that the existing terms were highly damaging to the people of Pakistan
- For failing to adjust the power generation projects roadmap to bring in line with consumption projections
- For offering sovereign guarantees without due care and diligence
- For causing untold damage to the industry and the economy in general
- For causing high levels of energy sector inflation
- For misleading and misinforming the public and offering excuses or passing blame to others instead concrete solutions and actions
The people of Pakistan demand that an inquiry is held against all such government departments and authorities related to the power sector including the Power Ministry, Power Ministers, NEPRA, Cabinet Committees on Energy and Senate committee on power to be investigated for wrongful acts or negligence and held accountable
– All such departments and authorities to be re constituted with competent, nationalistic, courageous individuals possessing high integrity nominated by the people of Pakistan.
Till then;
- the authority of any government office to enter into any energy sector related agreement is revoked
- the authority of any government office to supply sovereign guarantees to any third party is revoked
- the authority of any government office related to the energy sector to conceive and launch any new projects is revoked
